Independent Policy & Governance Advisory

Keep an Eye Out provides system‑level policy, governance, and regulatory advisory services for institutions operating in complex, high‑consequence environments. My work focuses on early risk recognition, system design, reform frameworks, and delivery‑ready policy grounded in real‑world operational experience.

As an independent practice, I have undertaken substantial policy and governance work since early 2026, including multiple papers taken up for structured policy consideration and two formally endorsed within The Nationals WA policy process. I have also contributed to Terms of Reference development and provided constitutional review feedback.

I support governments, regulators, and organisations seeking to strengthen safety, regulatory integrity, regional resilience, environmental stewardship, and public trust.

David Kennedy

David Kennedy is an independent policy and governance adviser with deep experience designing, auditing, and strengthening high‑consequence systems across mining, health, construction, defence, education, and regional government. His work centres on early risk recognition, system architecture, and reform frameworks that hold under real‑world operating conditions.

Since early 2026, David has undertaken substantial policy and governance work, producing a growing portfolio of papers across resource stewardship, frontline workforce protection, regional education, and public safety. Several of these papers have been taken up for structured policy consideration, with two formally endorsed within The Nationals WA policy process. David also contributes to structured policy development as a member of The Nationals WA Policy Committee, providing independent input into Terms of Reference, constitutional review, and broader governance frameworks.

David’s advisory practice, Keep an Eye Out, supports governments, regulators, and organisations seeking to strengthen safety, regulatory integrity, regional resilience, environmental stewardship, and public trust. He brings a practical, regionally grounded perspective informed by senior leadership roles including Director, Manager, Superintendent, Lead Auditor, and elected Local Government Councillor.
